Hello,
I'll touch on the software question.
I won't sell you to get any product. Dreamweaver is by far the most popular. It does have a learning curve, and it does do some things automatically, that I prefer not be done at all. It takes a bit to learn it, in the meantime expect some issues to arise.
I use NoteTab Pro. $30 for the newest version. I hand code every page I create.
But, regardless of what you use there is an important bottom line ...
Will the pages get indexed?
Unless you plan to ONLY get traffic from PPC, or some other means besides organic search engine traffic you need clean code, an optimized website, and good content.
If you use FrontPage, or some other WYSI 'NOT WHAT YOU GET' editors you probably just won't get there.
See, when the engines index your site they put it through all kinds of hoops and hurdles. You must be able to edit that code to approach their requirements, their algorithms.
This is why I recommend plain ASCII editors that allow you to do anything and everything with the code, and most importantly, don't add any on their own.
Don't waste your time coding pages via software that will produce a page that will never get listed in the Top-10. Anything past the first page and you just won't get any traffic.
One page ranked well is better than 100 lost in the sauce.
