I don't know your background but I have to assume you have not been in any kind of sales before.
All businesses sometimes use telephone calls ( cold calls ) to initial a business contact. It's the easiest and fastest way to do so.
Moreover, in this case you are dealing with sellers/buyers who have in most cases a purchasing person in the organization. And he or she expects to get a cold call from a prospective supplier now and again. So calling on business is fine, there is no law against that.
Also, you are not asking them to BUY anything over the phone. You simply want to know if they are interested in what you have to offer and if you can send them an email or fax with more details. This is standard business practice everywhere.
Always think about it this way, their current suppliers made the initial contact somehow. In most cases that initial contact was via the phone, with a follow up email or fax or snail mail.
Also, the phone is always better than an email, because you can tell if there is any interest from the other party. As long as you are professional, not pushy and you are offering something they are currently buying at a BETTER PRICE you will have a higher chance of success.
And don't forget to follow up, people are busy and a quick call or short email after you send an offer can get you a decision faster. Remember, not everyone will want what you offer, but that's just the way it is in sales/business.
