Have you never done a WHOIS search and found a private registry listing?
I host my sites with 1and1 and some of them are private just like the listing shown in your comment.The reason is simple. Luke probably doesn't want to talk to you so he did not give you his address and phone number.
IP addresses can easily be masked with simple browser plug-ins like TOR or FoxyProxy. How will you find a street address for someone using these or any other of the many free IP masking tools?
I realize you may be new to the internet so if this is startling to you please do some research.
As for your other question, obviously he is SELLING these "secrets" to make money. He also offers a huge better-than-money-back guarantee which would be business suicide if his marketing approach did not deliver.
Since he's been doing this for 15 years it probably works and returns are probably at a minimum.
